It isn't "their" accomplishment, but they set the conditions where the accomplishment could happen.<br />Is this a case of phraseology or writing style? Perhaps how you interpret the NCOER?<br /><br />When I knew something was false or embellished, I always kicked it back with comments on my issues with the veracity of the report. I couldn't tell the rater to change it, of course, but typically knowing that I knew it was there would influence the outcome and get a more fair report.
