That would be something, however, you need to go through your chain of command to ask about. However, don't mention that your buddies who got the Article 15 with you already got their rank back. Focus on your situation and don't try to bring up someone else's. And I don't want to scare you away from RP. But...

This is one of those questions you should ALWAYS direct to your NCOs first. That is what they are there for. If you can't talk to your team leader about something like this, then there are serious problems. And if your Team Leader can't or won't get you an answer, then there are major problems with that TL, but you should still be able to take it to your Squad / Section Leader. Give your NCOs a chance to do their jobs. (And if that TL doesn't know, figuring it out helps THEM grow as a leader.)

By all means, use RP - we have an overwhelming level of combined experience. But if it is a (relatively) routine question about you, your career, or your specific job, your Chain of Command (almost) always knows best. Your new TIG started after your sentence was served. 2. When you meet the requirements for promotion and the unit has an open slot and you are at the top of the order of merit list- You will get promoted. You will have to work very hard to live down a fled grade. Promotion is not automatic. A commander must still initiate/sign off on the promotion. Get with your first line NCO and bring thing forth. There is a chain of command for a reason. Use it. Regardless of new TIG, work your ass off and make a good impression on your NCO's. Once you've made TIS and TIG and you don't have a flag you should be good to hook. Keep in mind that the company commander will sign your promotion papers, but it's the 1SG that that sorts through the paperwork. They're also constrained by their authorized unit strength -- If they can only have 20 E4's in the unit, they can only have 20% with a waiver. So you might be waiting awhile. If you have a good senior NCO in your section. Make sure He/She sees what a hard worker you are. Let them know you want to get promoted and always have your TIG and TIS info handy. They're the ones that will go to the 1SG and talk you up to the 1SG and lobby that you get the next available slot.

If you want to stay in the Army , once you have your a Specialist again you'll need to watch out for retention control points. You can't just sit back and chill for 20 years as a Specialist. Know your TIG and TIS requirements are for promotion to E-7 and E-6 and catch up with your peers. Keep working you way up the ladder. You need to hit/meet the hard time required for TIG as a PFC before your 4187 can/will be approved by the Commander. Check the regs.
