It's based on the graduation from NCO PD courses, not the wearing of the rank, so if you are an ALC grad you wear the numeral 2. See the reference below.

As my SGL said last January when I already had my number on before walking graduation for SLC: "You ain't completed yet Squires, get that fixed! When you roll out the door and have that 1059 flapping in the window of your plane.. then you are done!"

If you have completed the course you wear the award. If you didn't wear it you would be out of uniform. That device has nothing to do with your rank. It acknowledges that you have completed the course and that's all.

I wasn't able to have a numeral 2 on my 214 because I only did the MOS portion, not the "Phase 1" portion that was online at the time. I tried from 2010 until my discharge in 2012 to get enrolled.
