When is a thru date supposed to be for a PCS NCOER?

Getting ready to PCS, my Rater says my thru date is the report date from my orders. From what I’m tracking you typically have to have an NCOER complete to clear your unit, but I can’t sign it until 14 days prior (halfway through PCS leave) to my thru date. Am I missing something or is my rater wrong and needs to change my thru date?

Your thru date should be the date you sign out. Then your next will have non rated time for the time your were on leave

As it was said before, your thru date will be the day you sign out of leave, or the last day you worked for your rater. As for the non-rated codes, that would come from your next unit. It states that once you arrive to your new unit, you would traditionally get an extended annual to take in account for your transition leave.

Also, by signing your NCOER, you agree to the admin part. I would tell your rater, after you research the regulation yourself, that you will not sign the NCOER unless the thru date is updated.

Your trough date is the date you sign out of your unit.

Your rater is almost right. If they want to do it that way your thru date is the day before your report date on your PCS order. Your report date is when you are assigned to the new unit and rated by the new unit.
Doing it this way means that your losing unit covers all the non-rated time for PCS leave.

3-2. c. There are two types of evaluation reports: mandatory and optional. These types are further divided into evaluation reports requiring a 90–day minimum rating period and those that have an “other-than-90–day” minimum rating period requirement. To determine if a rated Soldier meets the minimum calendar-day requirement for an evaluation report described in this chapter, all nonrated time will be deducted from the total number of days in the period covered to determine if the Soldier has met the minimum rating period in the same position under the same rater.

*What date goes on your Change of Rater? Date you sign out from the unit, or 14 days prior to that date.

3-33. d. (4) ......However, if an event occurs that requires the preparation of an OER or NCOER (for example, “Change of Rater”) before the 12 rated months (365 rated days) have accumulated, an OER or NCOER will be rendered with a “THRU” date that corresponds with the event requiring an evaluation. Standard reason-for-submission codes (for example, code 03, “Change of Rater,” or code 04, “Change of Duty,” and so forth) will apply on these “Extended” reports that end before the required 12 rated months (365 rated days), even though the "period covered" on the OER or NCOER may exceed 1 calendar year. The “THRU” date will be determined by the rated Soldier’s circumstances. Each Soldier’s situation must be considered individually, just as each evaluation report must stand alone (see fig 3–1).

3-33 k. (3) To facilitate the rated Soldier signing the evaluation report after its completion and signature by the rating officials, the evaluation report may be signed and dated by each individual in the rating chain up to 14 days prior to the “THRU” date of the evaluation report.

1. If it’s an annual NCOER, your thru date is 365 days from the previous NCOER.

2. If it’s a Change of Rater, it’s usully better for you, if your losing unit can make your thru date as close to the report date to your new unit as possible. I say that because, your gaining unit will have more time to rate you for your next Change of Rater, Annual, etc.

3. If you and your losing unit prepared or had prepared better for your PCS, you wouldn’t have had to sign your NCOER during leave, because it should've been submitted before that time.

4. 50% of the responsibility of a NCOER, falls on the rated Soldier. Ensuring that it’s signed before you’re “ inconvenienced” during leave, is mainly your responsibility.

5. You’ll definitely appreciate the NCOER process a lot more, when you become a PSG.

6. Unless your losing unit is trying to “burn” you on the NCOER, you should sign it and move on.

7. Good luck with your next assignment and learn from your experience, so that you and your future Soldiers are not in the same position.

UPDATE: As a few people pointed out, it should be done before clearing the unit (since I’m not currently being rated while on leave). In the end my S1 made my rater change it the day I cleared the unit, so no harm on my end. Thanks for the responses, and for those of you who cited sources (because I couldn’t find a definite answer in the reg).

you are rated until the last day at your unit. Any PCS leave becomes unrated time. You should have completed and signed NCOER prior to clearing the unit!
