When is it appropriate to place Permissive TDY at the end of Transition Leave?

I am in the process of being medically retired. I am trying to submit my DA31 so that I can get my orders processed and I am getting the runaround from my company leadership. My 1SG is telling me to place my PTDY dates at the end of my transition, instead of the beginning. PTDY is for house/job hunting, and I have found several instances online stating not to work while on PTDY, but no references.

Well, normally (that does not mean it is required), it is at the beginning.... 1st, why do you want or need it this way? 2nd, what does the regulation say with regards to this?

Under the Post-Government Employment section is the Post-Employment Guide 2010.
Chapter III
Section D
Paragraph 2 Transition Leave, Permissive TDY, and Employment During Periods of Leave states:
It is improper to request and grant permissive TDY to commence post-government employment. AR 600-8-10, paragraph 5-35, provides that permissive TDY is an authorization – not an entitlement -- and is to facilitate transition into civilian life for house-hunting and job-hunting. Permissive TDY may be requested and granted to assist an individual who is retiring, involuntarily separating from military service, or separating under the VSI or SSB programs. The regulation’s language precludes requesting and authorizing permissive TDY if the soldier intends to use the permissive TDY to begin working.

Therefore you are not allowed to work during the TDY and placing it after your terminal leave would prevent you from strating new Employment.
