I ranked higher than another individual who had fire fighting experience, but lacked a vet pref. I was hired and he was not. I received the training that he already had. FEMA jumps qualified vets to the top of the line, so, if you claim preference, you are only really competing against other vets.<br /><br />It IS a benefit, and using it cannot hurt, but how much of a benefit is variable. I was hired as a GS-15/ step 10 because of superior qualifications (technical certifications and private industry experience). Your vet status will get you a "leg up" by giving you extra points for the initial human resource scan of your resume. If you make is past the human resource process your resume is sent to the hiring manager whom has a panel that grades all the applicants experience. You are being evaluated based on your "experience" and if you are in the top bracket, you will be selected for an interview by the "interview panel". The panel provides the hiring manager the score of the candidates and then the hiring manager may choose the top candidate, choose to have an interview with the top three candidates, etc. and then make a selection. Everyone has a college degree, but does everyone have a PMP, MCSE, CISSP, or Black Belt certificate? You need to show that you have applied yourself for that career field. The trick, though, is to enter key words and phrases. Carefully read the position announcement and paraphrase from it to show you have that sort of experience and using their terminology, as these things are screened electronically (years ago, it was done manually by real people). Thus, unless you have the right "buzz words" and phrases in your resume, you probably will not be interviewed. Moreover, some jobs are reserved for family member hire. If that is the case, a family member can (and likely will) be interviewed and selected ahead of you. This is especially true in DHS where I have worked for GS-15's who barely had a high school education while their subordinates had advanced degrees including several JD's and PhD's. <br /><br />The present federal government system has an attitude of hiring who they want and if they ignore a veteran too f-king bad. They have no hesitation to force you to go through the grievance and appeals process knowing full well that it will take at least 2 to 3 years before you get an adjudication to your complaint.<br /><br />I had applied for a GS-14 job within the same agency for a position that, when it was initially created, I was supposed to have been supervising. I was a 14 at the time so it was really nothing more than a lateral transfer. The announcement had the verbiage that they would hire from TWO lists...one internal and one for special hire (vets and ALL of the rest of the special people). I submitted all of the documentation to support a veterans preference and they promoted into the job a junior grade an employee who as NOT a veteran and had no military service. Additionally, the job required the successful hire to move to the city where I was already stationed at no expense to the G. The guy lived 250 miles away and they allowed him to work the assignment from his home without moving.<br /><br />I claimed vet preference violation and the state department of labor ruled in my favor. The DHS ignored this and forced me to file with the MSPB. After 18 months, the MSPB ruled that I should have filed TWO SEPARATE applications and as the morons at DHS gave the excuse that "they didn't know which list I wanted to compete from". I guess it takes a special kind of moron to look at 3 DD Forms 214, a VA disability letter, and an SF 15 to conclude that this applicant must be a veteran.<br /><br />The whole system is now a sham. I found that these preferences help only for the most basic of positions. That a lot of federal agencies only like prior civil service employees, and further, employees from their own agency. If for some reason you get through with a priority placement, wait to see if they close the posting and re-post it later with more constricting requirements. <br /><br />I would suggest to find all the applicable "points" and preferences and apply to jobs listed on USAjobs.gov. Veterans do get hired off the site. Just don't get your hopes up.<br /><br />The best bet is networking (like on the civilian side). With that said I can't say that the VA preference has made any difference when there are almost no jobs in my area (Philadelphia) that I qualify for. One of those phone interviews was last Spring, and the guy told me that he thought I was overqualified. How do you overcome that? Another phone interview about six years ago was on a conference call with three interviewers. It seemed like they were just reading scripted questions while continuing their work day. I think they paid little attention to my answers, because when they ran out of questions they acted like no one was engaged enough to end the interview. It was such an awkward silence that I thanked them for their time and said goodbye. The VA&#39;s vocational rehabilitation program is equally worthless as a resource for your job hunt. The Vet Preference Program for me over the last thirty years has been nothing but a farce. You can claim Vet Preference, but you need the experience. I had a case years ago where I was qualified and the other guy had some sort of specialized degree and was not a veteran - EXTREMELY hard to prove that you are not getting preference. Be very detailed and tell everything. A CV won&#39;t do - you need a full-blown resume. Internal and External. The are direct hire programs that target specific audiences such a recent graduates but I am not aware of any of those programs that target any veterans except for those with a 30 percent or higher disability rating from the VA. An internal listing targets existing employees, to apply for one of these positions an existing employee only has to a one year a the next lower grade or higher. So a GS12 with 1 year of service can apply for GS13 and below positions. For military there is at least one special provision called the Veterans Employment Opportunity Act that allows veterans covered by certain service dates to apply for internal recruitment even though they are not currently employed as Civilians. When you apply you will complete an assessment of your skills as it relates to the position in USA Jobs. For several competencies, you will rate you knowledge and experience for that skill from none through I am considered an expert. Based on your answers CPOL will score your questionnaire and assign a score. Depending on the position there will be a qualifying score. Since applying for the position requires a veterans advantage in the form of the VEOA, I don&#39;t believe you get any additional veterans preference points. In addition to answering the questions, you will be uploading a resume and possibly a cover letter. Those resumes and cover letters will be forwarded to the hiring activity if you score from the assessment is high enough. The selecting official and probably a board will review and score the resumes. Applicants will be ranked based on their resumes and then the selecting official may make a selection (plus alternate selections in case the primary declines the position) or he may conduct interviews of a certain percentage of top scoring applicants. If the selecting official does interviews, all applicants must be asked the same questions and the answers are scored. Based on the interview scores the selecting official will make a selection (plus alternate selections). External follows similar process except the position is open to all US Citizens, for this I believe you get your 5 or 10 point bump when determining whether you will be referred. With external lists 30 percent disabled veterans must be selected first. It’s a humble position but a way to get your foot in the door. But do try not to get stuck there. I’ve seen that happen more than a dozen times over.
