But it depends on the needs of the service you're transferring into. I've also been told that Officers lose their seniority. The issue is at O-1/2, there isn't much hold back. However a late term O-3 can be set back a few years so they have some burn time at that rank. Lots of times it doesn't work out as there aren't enough pedigree tickets punched in time for the O-4 board. So I'd tell anybody to map out how you will come up to speed and progress. I've seen line/staff transfers within the Navy turn out to be disasters. Fortunately I haven't seen the severe cluster like I did YG-76/77 ever since. If you are asking as a National Guard officer and an in state transfer that depends on the rules and regulations of your state. If you're NG and looking at transferring to a different state then it's up to the receiving state the rank they will assign upon transfer. <br />I have a good friend who was an Captain(O6) in the Naval Reserve. He transferred between active duty and reserve billets without losing rank but had to insure there was a billet in his grade at whatever unit he was moving to. Never really understood how that worked so I have no answer for the Navy. <br />Have no idea how the other services work. Usually, yes, they keep their rank, but not in every situation. I have seen all kinds of transfers (service to service and NG-USAR-AD, etc) and often the Soldier was able to keep their rank depending on TIG.
