Anyone know the last time SHARP training was evaluated. And article that shows the evaluation?

Did you try a Google search of "when was the last time SHARP was evaluated army?"

When I Googled it I got a DoD SAPR report that includes SHARP - and there should be annual reports. They don't appear to have them each posted on this specific page.

There is the FY 2019 report posted April 2020.

And this: https://www.armytimes.com/news/your-army/2020/08/31/congressional-watchdog-to-review-armys-sexual-harassment-and-assault-prevention-program/

From August 2020: The Government Accountability Office accepted a request from Army veteran Sen. Tammy Duckworth, D-Ill., to conduct an independent review of the Army’s Sexual Harassment/Assault Response and Prevention, or SHARP, program, Duckworth’s office announced Friday.

This from 2018: https://academic.oup.com/milmed/article/183/suppl_1/421/4959989

In my experience since SHARP started and as a VA starting at company level when they still had them, then BN alternate VA, then pushed up to BN primary VA after the guy before me was accused of sexual harassment, then it was BN SARC and then a BDE SARC, I have seen very, very few changes in the SHARP program. Nothing that has had any lasting effects in a positive manner. At all.

EO has evolved a lot since I took the EO class in 2006 when they were still called EORs. It was just a 40 or 80 hour course for that. I haven't done EO since 2008 or 2009 I think.

Programs like SHARP and EEO are under constant evaluation and tweaked for improvement.

Articles are only written when someone thinks it makes good news. There's nothing newsworthy about the routine review of Army and DOD programs. If you become a SARC or UVA you may even become a part of that review process
