I am now in the Army Reserves and meet the time in grade and time in service requirements to get Specialist however I enlisted as an E3. When will I make E4? 2018-10-03T17:50:48-04:00 SPC Private RallyPoint Member 4016527

Got out of the Marine Corps as an E3. Have you talked to the S1? So your TIG begins the day you re-entered the Army. You'll need 18 months TIG before you get promoted to SPC. Take any schools you can and make yourself stand out. Not that this applies to you, but I knew a PFC that was in my civil affairs unit and he made sergeant in two or three years because he took all the schools and everything that was offered to him. Your time in grade from the Marine Corps does not count for your date of rank, and you can find that information in AR 600 - 20 Army command policy.
You will need to learn and know the enlisted promotion regulation inside and out in order to help your soldiers with their promotions in the future. Stay away from “E-Grades“. It translates better. You should talk to your squad leader and platoon sergeant to see if something is holding you back. They many be able to influence a wavier or you may have something wrong with paperwork. It is always important to get your NCOs fighting for you to make things happen.
