When will the army change the insanity of how our budget works?

Why must every cent received be spent this year in order to justify money for the next FY? In my opinion this is the root of all waste in the army. Everyone says, "It is used as a measuring stick on how well you execute your funds" well we are Executing our budget, the army is murdering it.

I ordered and received a Kayak, a case of Christmas tree air fresheners, 39 9/16 wrenches, 144 cans of silly string, a case of Shiner Bock, and a juniper bush one year when I was killing the rest of my budget for the year in the Navy. I agree, there should be a better system out there. All of those things oddly enough were in Fedlog with NSN.

Ha ha ha - this thread will get really good, ugly, or stay blank depending on how many acquisition folks are signed up. As an ACQ guy now, I feel your pain. We get our money in March and then are asked in April why we're not at 50% burn rate. And that's knowing full well that contracting will take 6 months to a year to execute anything.

Don't help when Congress and the CINC keep screwing with budget! Want to cut it, but yet to more with our military!!!!!! I don't get any of it anymore.
