SECDEF's guidance was to start implementing the changes immediately following the mandated 90-day waiting period (which is over now). Additionally, he put a NLT of 1 JAN 24 as a deadline.

Well, when, how and if this takes place it will be timed to benefit the Social Justice Warrior politicians that need these photo ops to remain relevant.
They should be ASHAMED of themselves for wasting the tens of millions of dollars on this stupidity when there are troops living in conditions worse than those in prison.
The money that it will take to placate the career offended could and should be used to renovate, mold remediation, plumbing upgrades, in barracks US troops have to inhabit.
