But I think it's just a product of "quantity." There's just not a lot of flag officers compared to rank &amp; file, even when you add retirees. I did the math once and it was something in the 1000~ active range, but when you look at mandatory retirement age and the assumption that our generals will be 55-60+, will they be online or will they be doing "other things" like board members, CEOs, etc?
