Where can I find a current list of Additional Skill Identifiers (have looked through AR 611-1 & PAM 611-21)?

DA PAM 611-21 references a website that I think is no longer in existence. https://smartbook.armyg1.pentagon.mil/

I found one listing here (though no date or publication is referenced)

I am specifically looking to see if the T1 Counter Threat Finance Analyst additional skill identifier (ASI) still exists.

If one has the right credentials to receive the ASI, does it take a DA 4187 Personnel Action Form to add the ASI to your Soldier Record Brief (SRB)? Or are there other steps a soldier needs to take?

The DA Pam 611-21 on the Benning website is up to date at least as of FY2018 (there are references from Oct 2017).
