Where can I find information about stop-movement?

I re-enlisted to go VA closer to home I was clearing then they said I can’t I been stop movement for this deployment some people was still able to leave but not my mos now deployment over I’m not sure that they gonna let me pcs I re-enlisted 3 years I have year and about 8 months left I sign my extend paper work but they been holding it for about 2 months now so now when I get back I need to fight so I can PCS?

I thought stop move / stop loss had to come down from a much higher authority than your battalion. Like in 2003, EVERYONE was stopped from pcs and ets. Sounds fishy.
