Where can I find specific documentation regarding when is someone considered promotable?

Divers are authorized Salvage Diver Pay when they have met three specific criteria, according to AR 611-75. One of those criterion is "Be in the rank of specialist promotable or sergeant." Knowing what classifies a soldier as "specialist promotable" could mean the difference of hundreds of dollars of pay. In my situation I passed my E-5 board 18 months ago. If I was considered E-4 (P) at that time, then according to the regulation I should have been receiving Salvage Diver pay from then on assuming I had satisfied the other two requirements for Salvage Diver pay.

So MLI(Mandatory List Regulation) is what your looking for. It started about 2017. Basically if you have been the rank for a certain amount of time you meet the requirments to be considered promotable. Hope that helps.

There is a regulation with the word "Promotions" in the title. That would be a good place for an NCO to look. I could see if you were a SPC who hadn't been to BLC; but come on, you're an NCO, how are you going to help your Soldiers get promoted?
