If you work anywhere on the new side of bliss that's a great area to look. Most of the homes are newer. West side was nicer, but a hellacious drive. Government housing ranges front he'd 1960's brick duplexes all the way to brand new housing. I'd get hold of the BB housing and ask them if there's a wait list. I would recommend living around Pebble Hills, Zaragoza, Rich Beam streets. Lots of military love around there, good neighborhoods schools close by and East Bliss is only about 15 minutes away. No bars on the windows, rent was cheap (4 bed, 2 bath, 2 car garage, back yard) was about $950. Traffic can be a pain, but I left at 0530 to get to formation at 0630. Got home about 1830 depending on traffic. The school districts over there are nice if you have kids. I absolutely loved it. I lived on Fillmore Ave up towards the mountain. The houses are large, community safe. It really comes down to where you will be working at Bliss, whether you mind driving, and what type of community you want to live in. I'd suggest driving around and see the different areas. Some are better than others. keep in mind, El Paso has ben reported as one of the safest large cities in the US. West side, NE side and Far East El Paso is where the nicer housing tends to be.....but you are going to spend a lot of time in the car. West is very well developed, but tends to be a longer drive. NE is newer, but there is not much out there as far as amenities. Far east (outside of the loop) is the newest, and closest to 1AD areas. I live on the West side (which tends to be a bit newer and nicer for single family homes) and work at WBAMC. It takes me about 20-30 minutes to drive one way depending on traffic (and I-10 construction on the west side is causing nasty delays, especially driving home in the evening. And unfortunately, where I live, it's not any faster taking Trans-Mountain hwy). Housing on post is very nice, and from what I'm hearing, with the deactivation of one of the 1AD BDEs, there is a short wait list. But it is a hassle to drive to work and right now I'm only going to WBAMC (closer to west side than Bliss is) and it's all of 20-25 minutes early in the morning without traffic (have to drive over and around the mountains). After 1600 or so the traffic really kicks up and slows down. Around 2018 the hospital will open on the east side of Ft bliss and increase the drive time for me. My wife works downtown and not a bad drive at all from the west side for her. If you don't like driving or traffic then I would look on east side closer to Bliss. Do a quick search of El Paso at city-data.com and also see about specific areas here you may want to avoid. You're already going to have to leave earlier than you might be used to given that traffic surrounding post is a bear, but overall, I regiment either the East side or the northeast side.
