We have already picked out our spot in Mexico. Belize was number 2 on my list. To us they were about equal, but being from San Antonio, Guadalajara is only 2 hours away by plane and I can come back easily to check on my properties. No disrespect intended at all but I will never leave the US again. I spent most of my childhood OCONUS due to my father's service. I spent way too many years OCONUS and separated from my immediate and extended family due to my service. I will never leave the US soil again, ever. And, if it should be necessary, I will fight for our country here, on US soil.
If you do retire overseas, I wish you the best of luck. I'm not sure about healthcare, but you can live like a king.
Anywhere along the Riviera, you could have a hotdog stand and pay someone to run it while you sit on the beach enjoying cocktails. Uganda, land is cheap, friendly people. South Africa, open up a tourist trap. Anywhere you go there will always be "something" Hurricanes, Poisonous spiders, Sub-zero temps, etc... I guess my answer is to advise you to follow your heart. If you don't like cold weather, stay away from Arctic regions. If you hate heights, don't move near Mountain ranges. If you can't swim, it wouldn't be wise to live on a houseboat. If you like tornadoes, move to Oklahoma.

Personally, I'm in Southern Minnesota. I like the 4 seasons. The Winters keep the Killer Bees in the South where they belong. I wanted to be close enough to see my Family, but far enough away so they will think twice before showing up for supper. I have 9 acres, a fixer upper house and I'm surrounded by Corn and Bean fields. I can (and have) danced naked in my yard. Why? because FREEDOM!

Happy Retirement!
