I'd check for your end-of-tour award 638, deployment orders (hopefully in your iPerms at the very least), and finally CoC and S-1. There's probably a new ALARACT or MILPER message covering this since my ETS but S1Net website, G1 Army site, S-1, and/or CoC are all I got. I don't know any S-1 guys. You are only authorized to wear your parent unit's only, we are not authorized to wear the CTJF-OIR patches as of now! Check your board at your TOC or wherever you are and you will see what you are authorized to wear. I know because we posted them up for all Soldiers to view! hope this helps! First, you are only authorized one CSIB or combat patch for your tour. when I first deployed you were able to were anyone you worked with. It become more of a card collection than a sign of your service. It was pretty sad. I recall a LT bragging about getting 7 patches on one deployment. I deployed as a company. I was with a XVIII ABC unit that was attached to V Corps. I also with the 82nd and the 101st. I do have a memo from the 101st stating that I could wear their patch. But I wear the patch that I wore on my left shoulder. That was the intent. That is your unit. For administrative purposes we were under an Army Brigade, and then we have our parent unit.
This qualified us for 4 different FWTS patches.
A previous deployment I was in a Trans Company. For that deployment we fell under 2 Seperatr battalions. Our deployment overlapped theirs. In between the battalions leaving and the next coming in we were under OPCON to a Sustainment Brigade. That is another 4 FWTS patches. Yes, there is paperwork for all of them.
Even in Operation Desert Storm, we were ordered to wear the 8th ID patch while we fell under their command.
After we left the 8th ID we could change to the 3rd Armored Division patch.

There could be an argument about which patch you HAVE to wear, so I can see where this young NCO would have questions.
If you've got paperwork for the award of a combat patch, you can wear that patch. Unless your COC says otherwise.

And to finish off this comment, this is a question that should have been handled in your COC, or your NCO Support Channel. If you deployed with the 18th ABN Corps, you'll wear that. The only way you could wear the OIR patch would be if you deployed with platoon only orders in support of OIR. Also, no one no matter his or her rank can give someone authorization to wear more than one SSIFWTS. The only two that you even need orders to wear are the scroll and a marine patch.
