Any improvement in education is an investment in the force overall... There are Soldiers in the WTU for years going to appointments. If they need that, great. The Army needs to ensure that they are taken care of. However, those thousands of Soldiers count against end strength in an age of downsizing. It is important that if the Soldier is not going to be a deployable asset going forward, that they be transitioned into the VA system in a timely manner.
