The one on the left is a First Class Petty Officer (E-6) in the Navy and the Third one is a Third Class Petty Officer in the Navy (E-4). The only one you salute is the second one Navy Captain (O-6).<br /><br />For Sailors that get saluted, the correct way to handle this is return the salute and then correct the Soilder or Airman. Don't let them keep saluting Petty Officers as you are not helping them learn, but using their lack of knowledge against them. So, for me the answer was, "All of the above." Later, after I learned the difference, I would walk across the street or duck into the barracks to avoid saluting. As a WO/CWO, I was fine with just being respected for my contributions--wasn't much of a salute seeker. He laughed it off saying I thought you were too young to be a LTC.<br /><br />I personally saluted a SPC back in the beret wearing day because the unit crest looked almost exactly like a MAJ rank from a distance (only difference was there was a bar thing under it, that I did not notice until it was too late). I played it off and dropped my salute fast as he was returning my salute. We did not salute because we didn't notice him at first. When he challenged us one of the Sgts with us went on this very long explanation how we were Marines which came under the Department of the Navy which was a sea faring fighting military under &amp; naval customs we were prohibited from saluting on USAF bases unless inside and then only to the base C.O. It was a very impressive talk. Short story the air force Lt. shook his head up &amp; down said he understood and we should get to the chow hall before it closed. My vote (/guess) is the second one - the one that looks like an Army O-6 rank insignia.<br /><br />Isn't it interesting how difficult ranks can be between services? Especially Navy and Army. I remember when I was a young troop and we were at a Navy base for amphibious operations training (1976, I think). One of my Army buddies "chewed out" a Sailor for not saluting him. The Soldier was a SP4 (E-4)! The Army guys had some fun with the Sailor, then told him the real deal, and everybody had a good laugh.
