Make sure your choice is listed on http://www.cswe.org for their grad school if you are interested in becoming a LCSW. As for the best school to attend I would suggest choosing one well known where you would like to work. Usually states are biased to their own state schools. For me I am hoping to get into Fayetteville's Army program next year with UW Madison as my number two option.

I agree with SSG Montgomery. Unless you attend a very well known school (Harvard, Yale, etc.) stick close to home. Otherwise you'll have people asking things such as, "Norwich? Is that in Connecticut?"

I believe Case Western in the Cleveland area has a highly regarded program.

I suggest you narrow the field to a few colleges. Then look at the classes the include in their degree requirement. Then use that as a measuring stick compared to what knowledge you want/need or what would be of greatest demand by a potential employer.
