Pretty simple question I think. If you know for sure please paste the section from the regulation, da pam, etc...

Simple answer. You are "formed" in a circular formation. It's still unit PT, and an NCO is still in charge of the formation. That NCO dictates the uniform.

SSG (Join to see) Uniform for pt is mandated by the training schedule that your commander publishes for every training week, same as the duty uniform. So the answer is no, is not mandatory to downgrade or keep a certain pt uniform on, it's all about common sense at that point. The NCO in charge of pt usually makes that determination, but if he/she is smart, will ask the formation what they prefer. If your NCO has no common sense, just let him or her borrow some of yours.

So I cannot just edit and at to...

Time: pt time
Uniform: full winters
Weather: warmer than usual

We form up and do the normal army stuff, our platoon falls out and forms up on the track's field. We downgrade cap and gloves and conduct prep drills and mmd1&2.

Time to do circuits. We fall out of formation, the individual running pt states that everyone must downgrade to shorts/long sleeve. We are no longer in formation... why must EVERYONE downgrade? The purpose of layers is to downgrade as the individual sees fit.

If I understand the general idea of your question, I think it is at the discretion of the person in charge of PT. AR 670-1 and DA Pam 670-1 simply note the occasion for wear and what the components of the uniform are. If you are doing circuit drills as a platoon the PSG will more than likely dictate what the uniform is. As a squad, the squad leader... etc. It does not matter (in my opinion anyway) whether you are in an actual formation or not but rather is someone actually in positive control of the element conducting PT. If the direction was to go run 3 miles on your own then I believe you are free to downgrade your uniform because nobody has direct control over you. Of course, if the direction was to go run 2 miles on your own but stay in full winter PT's then that is a different story.

If I'm understanding the question correctly, you are asking whether the person running unit PT can dictate the uniform of the day, to which I would say yes as long as it doesn't violate any orders pertaining to the wear of said uniforms. I see nothing wrong with them designating what PT uniform the unit is in. If you allow everyone to do whatever they want, it really isn't "unit" PT anymore.

SGT Robert Wager - a Sgt (who is a warm body dude) said he was sweating, take everything off.. I'm a thin soldier, I get cold and stay cold fast. I requested to keep my gear on and he said no, so I reminded him that downgrades are optional outside of a formation. So a SFC hopped on and said to just take my stuff off.
