The obvious difference I noted is that Rwanda is going to require visitors to report on their health while they are in the country. We do a check at the airport and let 'em go. That's a problem in my book, especially because the symptoms may not appear for up to 21 days. Screening only at airports is like putting a band-aid on a gaping wound.
