Follow the money, it always leads to an answer.
Consumers get a tax credit, subsidizing green energy behavior, and an industry that gets to enjoy increased business.
The business gets more customers, and hires more workers to keep up with demand.
The companies realize that their businesses are vulnerable to a change in supply and demand, so they make campaign contributions to politicians who have views friendly to their subsidies, and hire lobbyists to help ensure the right legislation gets passed.
