Who can deny entry into MACP?

Can your chain of command deny your MACP packet of a dual military couple already enrolled in DEERS? Where does it say they can or cannot, and who can you talk to about it?

My immediate questions would be who and why? The only reason I would not forward the action to HRC is if you are not married to the person your trying to get enrolled with.

You just submit your 4187 and that's it.

Your chain of command is always required to sign and forward your personnel requests. They don't have to recommend approval or approve them, but they have to sign them. Your Chain of Command is not the approval authority, HRC is.

Unless things have changed the CoC can neither approve nor deny, the chain endorses an action request with either a positive or negative recommendation. When it gets to the decider, he/she weighs the endorsements and makes the decision.
