To expand upon the previous responses, it's important as a CPL to be familiar with the state and federal (DA) regs regarding the governance of any aspect of your service. The occasional gap in knowledge is anticipated, but it's your responsibility as an NCO to drive your career and the careers of others. What a privilege it is to have even become a CPL, given the current "toolbox" climate. You came here asking, which is a great start, but you should have asked your SGT (or someone in the chain). HRC/State HR doesn't become fully involved until SSG->SFC: See "Semi-Centralized Promotions" in the reg that the MAJ provided (AR 600-8-19).

Good luck, CPL - asking is excellent, and you should ask, but consider your chain as a resource in addition to social media. They are, after all, your raters.

The only person who "controls" promotions is the soldier. Civilian education, correspondence courses, weapons qualification, and the APFT...max out your points. As far as the E4 evaluation goes, just hope your first line leader knows how to quantify and has proper grammar.

I agree with SSG(P) Mick Sobczak it all depends on slots and also depends on what slot you are in on the manning doc.
When you look at a lot of career guardsman, they will have several mos's due to the fact that they have to chase the rank inside the state

For the mos I'm in im number one on promotion list passing pt test security clearance is good renewed weapons Qual ssd complete according to step program I'm promotable correct? My first question was who controls the list to that says we want this solider for promotion ect.

The STPA points board is a large factor but also, at least here in Oregon an slot has to be open to promote an E-4 to E-5, and E-5 on up? I was at the top of my states promotion board list for 4 years before an E5 in my MOS retired, and a slot opened. I had to transfer to a different unit to take the promotion, or wait another 4-5 years. National Guard is not like active duty where active duty can just create a slot as candidates graduate PLDC BNOC etc.

E4 and below, company Commander. E5 and E6, Battalion Commander.
