Who do I talk to at the VA about selling my house prior to two years?

I mean, of course... I just answered your question. Just to sell your house, with a VA loan you don't need to contact the VA. Getting a buyer quick?? That's a different story.

In reference to selling your home, make contact with any VA regional office, they will further provide details as to how to clear your VA Home certificate. Several years ago, like 17yrs ago, I sold my home which was purchased on my certificate, I paid off my mortgage and notified them afterwards and they cleared my certificate, however, things may have changed by now, meaning the process. So you might want to give them a call and they will give more clarity. Also, it's listed under the VA Website, where to inquiry about the certificate, it also list a toll free number to call as well.

VA is just the underwriter, not the custodian. Zero fiduciary play. Consider social and civic action regarding the neighbor. Avoid if you believe they are crazy.

She’s flooded my yard, poisoned my dogs, assaulted my wife, repeatedly threatened us. The local police say she has a right to defend her property when my dogs bark at her for agitating them (kicking the fence or clapping at them). She hides outside for hours smoking next to the fence and then yells obscenities at us when we let the dogs out back. I avoid her and I do not go in the back yard at all. Her property manager asked for evidence and we sent them pictures of the flooded yard and video of her turning her hose on next to the fence. Also sent her and the police video evidence of her assaulting my wife (spraying her in the face and threatening to keep doing it). We are not safe here....there’s no other option.
