Who do we get the Army to digitize the order certification process?

Currently, orders need to be physically printed, signed, rescanned, and then submitted for pay. At the very least, when orders are generated, digital signing blocks should be automatically inputted along with form fields for the date range served and number of days leave taken. Even better would be a website (similar to DTS) where orders can be certified. This would allow the whole process to be streamlined instead of emailing PDFs back and forth.

I'm out of my element here since I don't do Army, but through google there is apparently a program called "The Army Ideas for Innovation (AI2) program" where you can be paid for beneficial and money saving ideas. Don't know any more about it, but perhaps some of our dogfaced brothers can elaborate or blow me away. No sense posting on RP if you can get paid for it as well as getting it in the hands of someone who can make it happen
