In Pennsylvania we have a strong representation by county veterans offices that are part of the County government. That said, it really all depends upon the individuals you are working with. For me, the County office did a good job, but they had a personnel change and the new people are not as attentive. Ended up switching to DAV (who I've heard good things about in many areas) and they seem to have a strong program. You have the good, the bad, and the ugly within the group. A service officer from any of these organizations is there to assist, advise, and advocate when needed for the veteran or their eligible dependent. They DO NOT adjudicate, only the VA does.

Statistics show that a veteran who uses a VSO to represent them will receive on average 50% more compensation than one who files on their own. Obviously, there are exceptions.

Having gone through training sessions with multiple organizations, I can tell you that DAV and NACVSO have the best trained service officers. That does not always equate to "good", but at least they have a leg up.

Always start with ensuring that the person you are working with is accredited with the VA as a VSO representative or attorney.
https://www.va.gov/ogc/apps/accreditation/index.asp

OGC - Accreditation Search

Download Complete Lists of Accredited Attorneys, Claims Agents, or Representatives in Excel (please close excel before downloading)

SFC Andrew Miller Wed, 22 Feb 2017 10:55:18 -0500 2017-02-22T10:55:18-05:00 Response by SGT Paul Mackay made Feb 22 at 2017 12:57 PM https://www.rallypoint.com/answers/who-do-you-believe-represents-veterans-with-comp-pension-reviews-at-the-va-do-you-think-it-is-dav-pva-vfw-or-others?n=2362991&urlhash=2362991

DAV SGT Paul Mackay Wed, 22 Feb 2017 12:57:48 -0500 2017-02-22T12:57:48-05:00 Response by TSgt Dawn Premock made Feb 22 at 2017 2:04 PM https://www.rallypoint.com/answers/who-do-you-believe-represents-veterans-with-comp-pension-reviews-at-the-va-do-you-think-it-is-dav-pva-vfw-or-others?n=2363160&urlhash=2363160

I used a state representative. The DAV tends to have much better and lengthier training as well as an excellent National Service Office Staff that reviews and forwards all of the claims to the VA. They tend to do a better job of tracking them as well. Of course they have no more control than any other Veterans Service Organization over the VA Bureaucracy and about the only way they can expedite anything is by ensuring the claims are fully developed before they reach the VA raters.
