Who initiates the NCOER process?

So it’s always been my understanding with all of my previous commanders that when my OER is due, it’s my responsibility to approach them on the subject and iniate my support form. I was curious if it’s the same sort of expectation for enlisted, particularly a PSG or if it still falls on the lieutenant to remind them/initiate the process?

Ideally when it's due is tracked by command and staff. But the rater has to initiate it. The process should have been started with the initial counseling. That plus the follow up counseling recorded in EES make it quick for the rater to write.
In short, the rater is responsible, but the person rated will usually approach the rater with a partially written one listing their accomplishments - at least if they care about their career.

The rater is responsible for initiation, but the NCO should have started the. Support form and be making regular notations in it so that the rater, combined with counseling, has a good foundation to work with.

Truely, the NCO and the Rater should be doing a combined effort throughout the rating period as part of the role of mentorship and influence.

IAW AR 623-205, "Face-to-face performance counseling is mandatory for all noncommissioned officers. The initial counseling will be accomplished within the first 30 days of the rating period and additional counseling will be conducted at least quarterly (every 3 months) thereafter." It is the rater's responsibility to let the NCO know their expectations abd it is the rated NCO responsibility to remind the rater about the counseling process and when the rating and counseling are due.

Ma'am, the rater is the person responsible for initiating a NCOER. That being said, the NCO should probably know when they reach the end of a rating period. I typically had a been filling one out throughout the year so my supervisor could just fill things in. I've had bad leaders in the past who didn't fill out my NCOER and forced me to write it at the last minute.
