Who is in charge of FLIPL based on my current situation?

Hello all,

I've been running my unit's CBRN Cage for last 2 years and 4 months. I've been always creating a tracker for Promasks based on who do I issued to, serial number, size and etc. I was doing a good job and and helped my unit pass Division level OIP inspection. Recently, 4 Promasks that were laterally transferred to my unit ended up being missing and now under FLIPL investigation. I usually get my property sub-hand receipt signed monthly from my platoon leader but the time when these 4 laterally transferred masks were added to the property book, the new LT signed the property book then sent it back to the supply sergeant. Which ended up as she signed but never sub-handreceipted down to me at that point. I always keep my promasks that are not issued at my cage but mysteriously those 4 masks are suddenly gone. I spoke this issue with my supply sergeant and he said I don't have to worry too much because LT didn't sub hand receipted down to me but she signed for it without inventorying them with me. During that time, I also laterally transferred our masks to other units and there were moments when supply sergeant couldn't update property books right away. Since I am in charge of CBRN inventories, I do have negligence with those 4 masks but is everything on my negligence? Technically speaking, I am not signed for those 4 masks because LT never sub handrecipted down to me. It's on my nerve right now and I can't really focus on anything due to my concerns. Now an officer who is in charge of FLIPL wants to talk with me about those 4 masks tomorrow. Thank you.

Not sure what you mean by “in charge”. Tell the IO what you know. Little known fact: masks can be assembled with class IX parts. The carriers are class II. Filters, expendable.

If you are ask who is liable, that is huge IO’s job. If you are talking about who initiates a FLIPL, the first person to notice the problem. If you are talking appointing authority, it’s the Bn CDR. Approving authority of the FLIPL it’s the BDE CDR.

Accepting your story at Fave value, LT did not put flesh to metal and account for the property. She did not subhand teceipt. If others were negligent with the property, all have an obligation to safeguard property with in their area, regardless of HRs.

Look at AR 735-5 and the types of negligence, responsibility, authority, and accountability.
