Who can I contact to prove to a point of contact (POC) that the correspondence course I took is not an Electronic-Based Distributed Learning course and that I should indeed be awarded retirement points? Everyone I ask for help says, "Talk to the POC," but the POC says correspondence courses don't get points because they are EBDL courses.

What I'm learning so far:
1. not all EBDL or DL courses are ACCP courses
2. all ACCP courses appear to be DL courses (because by definition they are "distributed learning" as in you can complete them anywhere and don't have to travel to just one place to do them (which would then make it "centralized learning" I'm assuming...)
3. the specific list of ACCP courses can be accessed via the ACCP site (I got there via AKO)
4. EBDL courses appear to be "required" for mobilization training, promotion (think SSD or phases of Captains Career Course, etc.), or other
5. ACCP courses appear to be purely voluntary

- I contacted the Army Training Help Desk and asked them
- lots of digging through miscellaneous AR's and AKO and the HRC site

None of them anymore. It's changed, and has been changed since mid-March 2016

I would say to contact HRC.

Thank you. To clarify my post, when I say POC I mean I've exhausted all the steps I can, and the POC appears to be the "end of the road" although I have not contacted HRC yet. HRC may be the answer, and I'll update if I hear anything.
