I see you are (or were) in the Philly area. That Regional Office has taken some serious hits lately. For disability filing assistance, I suspect your better bet would be to consult with a DAV rep. I know the one in Berks County was great, but he left for the sun shine state some years ago, so I don't know who to refer you too. The American Legion has been touting their ability to assist veterans. Hope this helps, if not get back to me.
