From what I understand about the new NCOER requirements the rater is to be of two ranks above the rated. My unit has my section sergeant who is one rank above me as my rater. When I ask about it they try to change the subject. My question is what is the right answer? I need the right answer why. What AR should you be looking at? What DA Pam? Where is the rating chain published? Do you have a clear rating chain? Who approves the rating chain? What matters is who signs the formal document entered into your service record. That was usually a commissioned officer that made minor revisions and then assumed ownership of it. One shore duty command got a new CPO in charge of a group. Evaluations were due at his arrival and he was instructed to write them up. He explained it was not fair to his charges and do them. He did so and gave everyone a 4.0, a perfect score. His answer, &quot;Anyone that can put up with this BS deserves a 4.0. We became immediate friends. For E5-E7, the SR must be two grades above the rated NCO. For E8/9, the SR must simply be senior to the rated NCO. <br /><br />With that being noted, no need to put too much stock in the rank of the rater or SR. As you know, it&#39;s the block check and SR comments that drives the strength of your evaluation.
