Who should schedule my BOLC dates for QM, my ROTC unit or my Guard unit?

As it's a PME, your unit training office or your BN should be helping to facilitate that. At least, that is my understanding.

you might have to do a little research to find the correct POC but this is what I did to get one of my LT's off to BOLC in a timely manner...I had to contact the NGB Branch Manager and have them put him In school...they way it was explained to me is that NGB not the state pays for initial MOSQ training for officers so in essence your state has trouble getting slots because this is supposed to be an NGB function....I'm sure someone here will correct me if I've given improper guidance but my LT got off to school once I called around at NGB and was able to put him in touch with the correct POC. Start with your unit training NCO then work it from there....odds are that ROTC had no visibility on you once you've been accessed into the national guard. Luckily you posted here on rally point and there are many great officers and NCOs who can help you! Good luck.

That's ridiculous. It's federally funded since its BOLC, but the state pays your travel I'm pretty sure. Check with your branch manager.

If your currently or going to the guard, YOU as the individual have the sole responsibility of calling the NGB QM/OD/TC Branch Manager based on FT Lee VA. Her name is Ms. Barbra Williams. Just make sure that you have 3 Bolc Dates on hand. Also, she issues you your BOLC orders.

One of the full-timers back at your unit will square you away with a date for BOLC. Typically its your Training NCO that would do this for you. Let them know you'd like to schedule it but come prepared to have alternative dates in mind as registering for these courses is done months in advance.

I'm having the same issue in regards to BOLC. Frankly, I tried calling the Branch Manager Barbara Williams and emailed multiple times with no responses whatsoever.
I haven't even been assigned a specific unit so it's entirely a mess when you're not Active Duty.

Continue to call Mrs. Williams. After you call and leave her a message, send her a follow-up email stating that you have called with no luck. I'm at QM BOLC now and that's how I made it happen.

Probably the ROTC, because they are paying for it.
