Who wears black ASU pants with two gold stripes?

I'd never seen them until a couple days ago when the Commandant at West Point was wearing black (or very dark grey) ASU pants with a split gold stripe down the side. Is this for general officers or is USMA-specific or what?

The Commandant of West Point is slotted as a LTG. GOs may design their own uniforms, so I guess if he likes black then he can wear black trousers. The split stripe is common among GOs.

I might add that it is not common recently to design their own.

In ASUs (aka dress uniform) Generals wear midnight blue pants with gold braid instead of the lighter blue used in lower ranks. I don’t know about West Point, but I’d bet the ones you saw were midnight blue.

If you look in DA Pam 670-1 dtd May2017, Chapter 11 para 11-2 and 11-8, you'll find your answer. GOs wear a dark blue trouser with two gold stripes down the leg.
