Eyes are important. The soldier obviously knows the reg and has stated that they know where to find the information. She simply asked for the reasoning for the restriction. She was wanting to know the why which, helps them develop and grow because now she knows she can stress the reg and reason for the reg when she has soldiers under her. Yes just blindly pointing to a reg is a form of leadership but being able to explain the reason behind the reg brings the point home.
