Every Branch trains cooks yet the Band members are more likely to do their assigned MOS in the combat zone. Why is that?

In command I had a Mess section that ran a DFAC on Bagram, I think it was the only all Soldier run one in country.  I think it is due to the cap on soldiers in country set by higher.  All the contracts were set up to free up soldiers from those tasks so they can fill other roles.

What's worse, I had SSG mechanics that last turned a wrench in AIT.

It's cheaper. Simple. Same thing with everyone asking why during war we had civilians do any number of jobs. Because a civilian contract (NOT a DA civilian) employee even if they make four times what a SPC makes - don't have legacy costs. When the contract is over it's over. But the SPC can get out and you have MGIB, disability, PCS moves etc. No one ever realizes that.

I was thinking the same SFC J.  Not to mention, when we are occupying different overseas area, aren't we obligated to employ X amount of the Local Nationals to assist with the economical stability  of that area??

Not to be negative, but I'm pretty sure the answer to the question can be found by identifying which contractor made the most money off the deals, and identifying which senior official has invested in that company...
