Why are some not being pinned SFC after SLC completion?

I have a buddy who was on the most recent SFC list. His sequence number passed while waiting for SLC. Completed SLC after February 2018 and has not been getting picked up. His SLC 1059 is uploaded to iperms. What advice can I give him?

Shouldn't have to wait on anyone, but S1 to give the orders to pin since he meets requirements with the completion of SLC. I would have S1 request the orders with a copy of the 1059.

Are they promoting others off of his list within his MOS. If not, there may not be a need to promote in his MOS for the past two months.

Always remember he is not the only case like that, there some other with the same issue waiting for their numbers
