Why did HRC stop SRB? Is it going to be turned off until the new budget for the FY is approved?

MILPER Message 18-288 reinstates the old SRB effective 1 October 2018. MILPER Message 18-310 outlines changes to the SRB and takes effect 24 October 2018.

You gotta keep an eye out for the bonus MILPERs and PPOMs, changes through out every year.
There is no separate line item for bonuses in the budget, the money comes from MILPAY in the budget that would not otherwise be spent that FY on vacant authorized positions. When those positions get filled fast, the money available for bonuses goes down, that's why the MOS list for bonuses can shift throughout the FY.

The SRB comes back on 01OCT18. It’s the same one that was active before they took it away. A new SRB will take its place on 24OCT18 with changes.
