Does this mean that they proposed a rating, and then changed their mind? I did submit another DBQ recently, so I was thinking that may be the reason. My claim has 4 claims combined on it, 3 new, and 1 increase. And all were recently filed, and had no new C&amp;P. Would they rate without a new C&amp;P, or does it look like a denial? I submitted a claim for temp 100% for convalescent from a service connected surgery for scars.<br />This claim was combined with my initial claim and was sent back to review of evidence.
