Why do they look like crap do they not follow the uniform regs for the branch I saw a bunch that just looked like crap no hair standards or uniform standards?

They have a finite budget, which leads to improper fitting of uniforms because they can't get all the uniforms altered for proper fits. There are some uniform standards. Just not strictly enforced like those in the Service. I mean, they are just high school kids. And JROTC falls under Cadet Command. If Cadet Command allows their appearance to be what it is...then who's really at fault? The Cadets or Cadet Command?

I say command I work with U.S. Naval Sea Cadets they followed the Navy uniform regs and hair standards and they don't belong to ROTC Command

they are HIGHSCHOOL KIDS thats why. They are not on contract and if they dont like the program they can just leave it.

I heard that they are using the program for kids that get in trouble. But if the U.S. Naval Sea cadets can have them follow the hair cut and Navy uniform reg they can do the same.

They are high school kids, it is a class they are taking a couple of times a week. Would it make sense if your gym class required you to cut your hair short and dress perfectly in band attire? My daughter is taking JROTC because you have to be a member to get onto the shooting team at her school. She has a mohawk and the sides of her head are shaved. There is no way she will cut her hair for a class, although she will wear her mohawk down. There is no way she is going to dress to regulation, when she is not in the Army and no regulation applies to her. There is no way they are going to have uniforms that fit her tiny 90 pound frame, and we are not about to buy uniforms for a class.
Those uniform and hair standards you refer to are military standards. These children are not in the military. Just like DA Civilians who deploy wear uniforms and are not constricted to military grooming and uniform standards because they are not military.
Most important though, you are missing the entire point of JROTC. The purpose is to introduce young kids to the good things about the military. Most of those kids can't do a single pullup, or run two miles, or ruck 12 miles, or knock out 25 pushups, or any other basic Soldiering standard you can think of. It's and advertising store for the military, a future Soldier recruiting program. You don't pick up a lot of recruits by telling them how much they suck, or that they should be better. You get them interested first. Give them a taste, get them hooked, then introduce the stressors once they are mature enough to deal with stress without running off.
