Why is it that rank seems to play a major factor in a Soldier's award he/she receives?  A few years ago I recommended an outstanding Soldier for a Meritorious Service Medal.  He was a Specialist and had always performed well above his rank and performed all of his tasks and duties flawlessly.  I remember him telling me that I was the only person to ever write an impact award for him and he didn't want it, because he was just doing his job in his eyes.  This Soldier helps stand up 1st Combat Aviation Brigade when they moved from Germany to Ft. Riley, he performed at a SFC position for over 15 months during a deployment to Iraq and was commended by the MNFI Commander.  I understand that I couldn't write about his deployment EOT award when writing his PCS award, which I didn't.  This Soldier was vital to success of our unit.  When I submitted him for the MSM, I was laughed at by our First Sergeant.  The First Sergeant called me into his office and told me he would not submit the MSM all because he was a Specialist and we would be a laughing stock.  I worked hard on that award and his performance and the narrative justified the award.  I know that First Sergeants review everything that is set to go across the Commander's desk, just as Sergeants Major review everything that is set to go across the Battalion Commander's desk, but last time I checked, the First Sergeant's signature block wasn't on the DA 638.  

Another example of awards system flaw is the Good Ol' Boy Club.  I have seen this too many times.  I am a Technical Inspector for an Aviation Support Company in an Attack Helicopter Battalion, so I work along side a lot of people and see what they do and what they are capable of.  I know a Staff Sergeant PSG that is a prime example of the "Good Ol' Boy Club."  He is buddies with his First Sergeant and as a result his counterpart moved to the opposite shift of the First Sergeant.  The Staff Sergeant was recommended for a Bronze Star over the Sergeant First Class whom is getting the Army Commendation Medal.  The Staff Sergeant has been given the nickname "20%", because he is only around 20% of the time.  The Sergeant First Class is constantly working with his Soldiers to support their mission and better the Company, but because he is on the opposite shift, and it is not noticed.  

I am currently performing Split Based Operations at a remote FOB with a Platoon  sized element of a Flight Company.  The Platoon Sergeant here is in charge of the day to day maintenance operation of 5 AH-64D Apache Longbows, that are on mission around the clock.  He has 15 Soldiers he cares for and with little to no support, and he performs miracles to make mission and support the Troops on the ground.  He performed duties as the Company First Sergeant here for at least 2 1/2 months.  I have seen what the Platoon Sergeant does and find it ridiculous that he is not being recommended for a Bronze Star, and the reason is, because he is in charge of a Platoon.

Why is the Army Awards System like this?  I think the awards system is a joke because of this.  I have 6 ARCOMs and 5 AAMs and my ARCOMs mean nothing to me compared to my impact AAMs.  I even have coins that mean more to me than my awards.

Should a commander be able to say that they will only give a Bronze Star Medal to SSGs and above? Is this how awards are determined IAW AR 600-8-22? What if a SGT or below has met the criteria to earn a more prestigious award? Why does BDE or higher say that they are only alloted a certain number of awards for deployment or PCS or for an impact award? If your repsonse is "Tradition" or "That's the way it always has been," does that make it right?
