Why does the VA dictate that when you are sent to a VA Hospital for test that they be sent to a hospital in their district ?

we have a VA hospital that is over a 100+ miles (round trip) closer, but because it is in a different district we are sent to the one that is further away at our own expense in most cases. This makes no sense what so ever. ?
