Why doesn't the Army issue better hats for different climates?

I have two versions of long underwear, a rain jacket, a windbreaker, a fleece jacket, a cold weather jacket, an extreme cold weather jacket, a vest (because what modern army doesn't have a vest) and two versions of flame resistant jackets to wear during flight operations, but I wear the same hat in all temperatures and weather conditions 365 days a year.

I want a new hat.

As a CW4(P), can't you wear whatever hat you like? :)

I'd like to be able to wear my little green skull cap whenever I want, regardless of the temperature.
