Why doesn't the E9 rank in the Army have 4 rockers like the Marines do?

Even the SPC-9 rank only has 3 stripes.
The classic 3 stripes /3 rockers goes back to the Civil War.

The better question is why did the USMC add a rocker?

The two services design their own rank insignia. The Army wanted 3, the Marines wanted 4. There's nothing more to it that that.

Because we are a Branch and they aren't so they have to do something to make them special

Because an E9 outranks an E8. Why would they have the same number of stripes?
There are actually 4 distinct E9 rank insignias in the Marine Corps. Two are worn by only1 Marine each at any given time.
Winner gets no prize.

The Army was first and the Marines basically copy our rank structure just like the Air Force did.
