Why doesn't the E9 rank in the Army have 4 rockers like the Marines do?

Even the SPC-9 rank only has 3 stripes.
The classic 3 stripes /3 rockers goes back to the Civil War.
The better question is why did the USMC add a rocker?

Because an E9 outranks an E8. Why would they have the same number of stripes?
There are actually 4 distinct E9 rank insignias in the Marine Corps. Two are worn by only1 Marine each at any given time.
Winner gets no prize.

Im aware of all that. I used to be in the Corps but never new the reason the difference between the two branches. E8 and E9 have 3 rockers in the army.
