The White House Admin doesn't need to really fight for political survival since the Presidents' last term is almost up so he doesn't have to worry about re-election. His staff, knowing that his last term is about done and knowing that their tenure is almost done as well, since most new presidents get rid of old staff and bring in new staff, their time is nigh as well. Basically, it is a pissing and chest puffing contest. This has been going on since the first year of President Obama's first administration. <br />- The President not communicating with Congress is therefore a trend, not a data point.<br />- The trend implies that the President feels he can operate at best around Congress and at worst without Congress. Interesting position for a former constitutional college instructor to take since anyone who has taken 10th grade civics knows that is not how the Constitution mandates the relationship.<br />- This trend, unfortunately, will continue unless and until Congress or the judicial branch put a stop to it. Thus far Congress has not (over ride a veto, pass legislation specifically limiting what the President can do). Various levels of the judicial branch have but what is their power if the executive branch blows off the judicial branch like they have the legislative branch? The Constitution and our system of government rely upon the President to enforce the law whether he agrees with the law or not. Several instances where this is not the case (executive "discretion" when it comes to illegal immigrants, IRS scandal, actions to get around 2nd amendment, inaction against ISIS, etc).
