I took over as UA for a unit that had several NCO&#39;s cross leveled out and no one had done their change of rater, so I spent several weeks tracking down people to get the work done. People are lazy. I am in a joint unit BUT someone dropped the ball on mine. My rater had it done in September. Then it got kicked back because somehow the Duty MOS portion didn&#39;t get filled in...<br /><br />I also think a slight part has to do with the new EES but still...some people are just plain lazy. That gave me all sorts of hell on the last evaluation cycle.<br />Having said that, depending on how long it has been, there aren&#39;t very good excuses for not doing so. If not, you can have someone initiate it for you and complete it. Basically your Rater and Sr Rater will just have to sign. While this this not ideal, it&#39;d be the best solution for you or anyone whose chain of command is not as diligent when it comes to NCOERs. <br /><br />I am also trying to get COR done. I completed everything in Jan and send it up for signatures. Sr. Rater had to go in and make changes and it&#39;s been messed up since. Rater won&#39;t help and Sr. Rater refuses to make changes because is only a COR and some things &quot;don&#39;t apply&quot; to him. <br /><br />Sadly, I see this happen too often in some Reserve units. Especially if there is no S1/Admin Support. Also, I&#39;ve seen how insouciant many leaders are regarding evals. <br /><br />IG seems to be my next course of action but after reading your post it doesn&#39;t seem like they&#39;ll be much help. <br /><br />Hope this helps and best luck to you!
