However, the basic premise of the question, "that rioting occurs only in black communities" is just not true. In 2014 rioting occurred in the US, Africa, Ukraine, India, Venezuela, Bosnia and Herzegovina, France, Serbia, Israel, and Sri Lanka. In no way can it be said that all of these riots occurred in black communities. It would be better to ask why rioting occurs in poor communities? or why do riots occur at all? I would say that riots almost always occur where there is deep felt resentment or frustration which is often acerbated by poverty.

Most of us would agree that riots are highly complex events and are therefore difficult to breakdown without using a very broad brush. First, there is usually a starting incident, such as an accident, killing, or perceived injustice. Next, when people have gathered in a large group, for such things as speeches, funerals, rally's, moonlight vigil's or protest march's. The deep felt resentments, frustrations, and disappointments may then bubble to the surface. Individuals begin to feel that the group provides them with enough anonymity to overcome their usual reticence and/or moral scruples. At this point someone or something will incite or trigger the gathering to action and the riot begins.

The possible exception to this are "wild-ing" or "anarchistic" type riots where small groups or gangs form for the express purpose of causing destruction. I think a better question is why did the residents of Ferguson MO and Baltimore Maryland rioted? I believe some of them were misinformed or closed minded to the facts that occurred in the deaths of the men by the police officer. Some were frustrated with their lives and economic status. Others saw this as an opportunity to destroy and steal. Outside agitators not from their communities were also there to stir up. trouble. And their communities were intentionally misled by bad evil leaders with agendas looking to take advantage of the situation fueling the flames. After reading the Chiefs edit down the page though and thinking on it I changed my mine.

This shouldn't be a conversation about who does and doesn't riot. This should be a conversation about why. While I won't go into the current case going on in Baltimore, I will go into examples and situations that dealt with it and other riots that have occurred.

First question we need to ask is Why. The simple answer is usually the easiest one to give, injustice, anger, hate, fear. But then we have to step into it deeper. What is making a person violent instead of communicating their emotion? Is there an applicable outlet for this emotion? Why is this emotion going unresolved? Who is listening?

See this is what the manipulative sources like networks and media feeds at. They push these unresolved emotions to the surface by designating triggers in their broadcasts to trigger these things. The Media outlets want you emotional so you keep paying attention to them as they feed you ideas and emotions and let you know where you can let them out.

But the Media is just one source. There are bad people out there who want riots to happen so they can gain. Its easy to take something or get rid of something if the Mob does it. And these people are not just the humans in the crowd wearing ski masks, some times these people wear suits and ties, or maybe religious garb. These master manipulators want something from you, and if they can get an emotional response from you then maybe they can get you to do something for them.

The response they get is what they want. Who would cut a fire hose of humans trying to protect your own neighborhood? Why would a hockey fan destroy a store when his team one?

Both reactions above of beyond logic, they are emotion based.

So the question should be asked. Who wants a riot? And why?

When we start looking at those factors then we can start a conversation where both sides to the conflict can sit down and actually communicate to each other. It occurs in communities with a high percentage of poor and uneducated people.

My mother in law lives walking distance from where the Rodney King Riots occurred... she is Hispanic, as are most of her neighbors.

The problem is a community that has lost hope. Poor, uneducated, and living in an area where criminals seem to have the most success. People loose hope... conditions of frustration, crime and self pity become the norm.

Then something happens that motivates action, but without an education that motivation has nowhere to go, so instead of the action being to move, or get an education and become a lawyer, or clean up the neighborhood so the police don't see it as a battle-zone, or run for office... instead they destroy their own community.

Rodney King Riots happened just a few miles from the expensive shops of Rodeo Drive... why wouldn't they loot them instead of stealing from the shop owners in their own community that sell them the necessities of life?

Lack of education.
